Since July 2025 WhatsApp charges per delivered message, not per conversation. The rate depends on the recipient's country, not yours, and on the template category.

What changed on October 1, 2026
Until September 30, utility templates sent within the 24-hour window were free and service messages weren't charged. Since October 1, utility templates are always charged and service messages have a free allowance of 1,000 per month per number.
For Meta to deliver messages beyond the free allowance, the account needs a payment method on file.
Example: a clinic with 400 appointments a month
If every appointment gets a confirmation and a reminder, that's 800 utility templates: 800 × USD 0.026 = USD 20.80 a month. Replies to customers who write in count as service messages and, as long as they stay under 1,000 a month, they're free.
That amount is only what Meta charges. On top of it come the agent's development or platform, AI model usage, and taxes or surcharges from your payment method.
How not to overpay
- Reply within the 24-hour window with service messages instead of templates.
- Don't mix promotions into utility templates: Meta can recategorize them as marketing, which costs about 2.4 times more in Argentina.
- Utility volume discounts only start after 100,000 messages a month: for a small business they don't change the math.
- For occasional notices sent by a person, a wa.me link from the business's WhatsApp has no API cost.
